The Taiwanese Telecom Market and Operators' WiMAX Development

Abstract

The opening up of Taiwan's telecom market began in 1997. As of December 2005, Taiwan had 100 Category One telecommunications operators, and 597 Category Two operators. With the completion of telecom liberalization, the government is working to maintain a telecom environment based on free competition to give Taiwan the highest telecom service and e-enablement solution penetration rates in Asia. Taiwan's NCC plans to issue nine WiMAX licenses by late 2006. The government is trying to make it relatively easy to obtain a license to allow companies from a wide range of industries to develop the WiMAX market. This report will analyze the current state of the Taiwanese telecom market, the strengths and weaknesses of different types of companies in the WiMAX market, and the size of the investment needed for companies seeking to develop this market.

Possession of existing backbone and backhaul networks puts fixed line operators and cable TV operators at an advantage when it comes to developing WiMAX service. Mobile operators will benefit from their extensive base station networks; ISPs will be at somewhat of a disadvantage. Given the trend towards cross-industry integration in the Taiwanese telecommunications sector, with large telecom business groups' growing market dominance, it would appear that Chunghwa Telecom, the Taiwan Mobile Group, the FarEasTone Group, and the Asia Pacific Group - all of which possess extensive network and base station resources - will be best placed to develop WiMAX service in a cost-effective manner.
