Taiwan's Ministry of Digital Affairs, a newly formed ministry in Taiwan in charge of all policy and regulation of information, telecom, communications, information security, and the internet in Taiwan, recently announced that the ministry has proposed two new plans for the fourth phase of the Forward-looking Infrastructure Development Program. It will allocate US$18 million into one of the plans to protect national data infrastructure such as submarine cables, mobile networks and fixed network by enhancing the resilience of communications networks. Under the plan, the ministry will set up about ground stations for non-geostationary orbit satellites in 700 counties/cities across Taiwan and three overseas countries. According to MIC (Market Intelligence & Consulting Institute), four major low-orbit satellite network operators, namely Starlink, Kuiper, OneWeb, amd Telesat, are estimated to separately commercialize their low-orbit satellite services in 2024. Established in 1987, MIC is a division of III (Institute for Information Industry), a major government think tank, and one of the leading IT research institutes in Taiwan.
