Victor Tsan
General Director

Victor Tsan is General Director for the Market Intelligence Center (MIC) at the Institute for Information Industry (III). With more than 15 years of experience in the IT industry, he also acts as Senior Industry Consultant providing consultation for governmental agencies and private entities. In this role, Dr. Tsan is and has been in charge of various government-funded projects as project manager.
Dr. Tsan first joined III as senior industry analyst. Next, he served as Deputy General Director for MIC, during which he was responsible for MIC's business development and helping the government to formulate and implement various major projects. He received many awards including MOEA Minister's Outstanding Achievement Award (1998), Annual Outstanding Youth Achievement Award (1995), and Gold Medal Award for Excellence in Service and Promotion in recognition for his outstanding performance as manager of the MOEA ITIS Project (1994, 1995). In addition, Dr. Tsan is the co-author and editor of several books in Chinese including "Trade wars of the information age into the twenty-first century" and more.
Tsan holds a PhD degree in Information Management from Taiwan's National Central University, and a Masters degree in Business Administration from Taiwan's National Chengchi University.
Li-Hung Huang

Li-Hung Huang is the Deputy General Director of Market Intelligence Center. She is responsible for the implementation of infrastructure and knowledge management of MIC. She also conducted a major methodology diffusion project with Taiwan leading ICT companies to accumulate case studies’database.
Dr. Huang is an accomplished instructor, assistant researcher, and manager with more than 15 years of government and private sector information service experience. Before joining MIC, she taught at Central Police University and conducted technical service at National Central Library. She had been an assistant librarian and a visiting scholar at the University of Maryland at College Park as well. In the private sector, she held the position of manager at the Division of Information Service of Advance Data Technology, which is a leading EMC and Safety Lab in Taiwan.
Dr. Huang earned her Ph.D. degree from the School of Library and Information Science at the National Taiwan University and a Bachelor of Social Education from National Taiwan Normal University.
Sam Shen
Deputy General Director
Market Intelligence Center, Institute for Information Industry
Mr. Shen is responsible for managing MIC's business development and consulting
services. He also acts as Senior Industry Consultant, providing consultation to
both governmental agencies and private enterprises.
Mr. Shen has more than 17 years of experience in the IT industry. He first came
to MIC in 1991, researching software and information service industries. During
his eleven years with MIC and other divisions of III, Mr. Shen lead several
major projects helping the government formulate and implement its industry
development policy for the domestic software industry. In 2000, he went on to
start his own venture capital business, successfully raising two funds focusing
on software and IC design-related industries, with a total of USD$23 million
under management. Mr. Shen rejoined MIC as Deputy General Director in 2004.
Mr. Shen holds a Master of Public Affairs (MPA) degree with concentration in
Public Information System Management from Indiana University.
Tony Wu
Deputy General Director

Mr. Wu is a Senior Industry Consultant providing consulting mainly for governmental agencies as well as private enterprises.
Mr. Wu has more than 20 years of experience in the IT industry.
He joined Market Intelligence Center (MIC) in 1997, researching areas including software, network and communication industries.
Mr. Wu has spent more than 10 years working on technology forecasting methodology and has written a book presenting a step-by-step analysis of how to conduct technology forecasting.
In 2004, Mr. Wu transferred to the Planning and Evaluation Office of the Institute for Information Industry (III) as a Deputy General Director. He rejoined MIC in 2007.
Mr. Wu holds a Master's degree in Computer Science from Utah State University.
