Abstract

In the second half of 2008, the global economy has been in a state of uncertainty, and this affects enterprises' IT spending. If the economic situation continues to be weak, worldwide IT spending in 2009 could see the lowest level since the end of the dot-com bubble in 2000; the originally estimated growth rate of 6% has been downgraded to 2%. The impact of the financial crisis is particularly serious in developed regions such as the United States and Western Europe. The impact on emerging markets is more limited. In 2009, Europe will see the greatest impact, and a decline is expected in this region. Growth rates in the United States and Japan are expected to be similar to those in 2008. As for the third quarter of 2008, the impact of the economic downturn was not immediately evident. However, many business managers expect rather weak IT spending in the fourth quarter of 2008.
