According to the OECD (Organisation for Economic Cooperation and Development), Korea stood at the top of the organization's broadband penetration rankings for the fourth consecutive year. Although growth slowed to a net gain of 0.65 per 100 inhabitants due to existing wide penetration base, broadband penetration reached 24.9 per 100 inhabitants, almost twice as much as the 10.2 OECD mean. DSL subscribers continued to account for the bulk of users, at 57%, while cable modem and other access technologies amounted to 34% and 9% respectively.

 

Broadband penetration in Japan exhibited a rapid rise of 4.28 net additions per 100, bringing total penetration to 15.0 per 100. The rise was driven in part by the rapid take-up of fiber-optic services, which now account for 15% of the base, on par with cable modem penetration. DSL access comprises 70%.
