In a recent report the Novosti news agency quoted the Russian Minister of Information Technologies and Communications Leonid Reiman as saying that the Russian government plans to start issuing 3G licenses to operators in 2006. As the Russian mobile phone market is gradually reaching saturation, the government reportedly considers 2006 as the correct timing to start handing out these licenses in order to provide a new growth stimulus for the market.
